JAVATEL Inc. (株式会社ジャバテル) is a video-specialist company founded in 1997. Built on two pillars — video security and video streaming — JAVATEL has delivered products and services to video domains where downtime is not an option: live-broadcast infrastructure for local assemblies, commercial live streaming, and 24-hour surveillance systems.

Technology has been compounded around hard reliability requirements: OEM development of streaming products (ShiftCast48 and others) on top of Unreal Media Server, and the construction and operation of assembly live-broadcast systems anchored on HD-SDI. 2027 marks our 30th anniversary.

On top of the formal-guarantee framework cultivated in the video domain (commutator-norm theory), JAVATEL has already constructed the next-generation video codec SlimeCodec, the modernization transpiler family SlimeNENC, and the same-language parallelization technology PSDP. These constitute the business foundation for the next decade, now rolling out in earnest.

SlimeCodec is positioned as the core that carries our original business — video streaming and surveillance — into the next generation. SlimeNENC and PSDP are positioned as a new business axis that extends the same theoretical foundation into software-engineering territory.

A second differentiator: small-scale systems are designed to fit on a single Windows host. No competing solution offers equivalent functionality on a stand-alone Windows machine, dramatically reducing hardware investment and operational overhead. As a turnkey systems integrator (hardware, software, design consulting, integration), JAVATEL scales from minimal single-host deployments up to large distributed installations.

If you are reading this profile, we assume you are someone alert to truth-seeking and to opportunity. That alertness is, we suspect, what put you where you are today.

More than 20 years ago, I saw a single instant of a particular overseas solution and the future projected itself on my retina. I felt a shudder for what quality, reliability, and user-orientation could mean. The desire to keep pace with that frontier, to push the limits of what technology can do, has been with me ever since.

The Japanese security market is, and has always been, painfully skewed toward the low end. Tenders that fail to distinguish between VMS and NVR are everyday occurrences. As a result, the Japanese manufacturers who once led world share through the early 2000s are now shadows of themselves — still going through a self-destruction strategy.

Innovation is the “follow strategy” that no one can follow. Innovation is not invention. It is recombination, abandonment, reinforcement, restructuring, and thinking from a new vantage point.

Innovation is transformation, and transformation only begins when we look reality in the eye. Docokame and eiROKU are solutions born from that innovation. To customers who have already purchased from us, and to those still considering — thank you. JAVATEL is in its 29th year since founding and its 19th year since incorporation.

Company History / 沿革

1997Founded as a sole proprietorship in Koenji, Suginami (Tokyo). Started developing Java-based H.323 / SIP servers, then a DivX-MPEG4 PC-DVR.
1999Entered the security industry with the Supereyes MPEG4 PC-DVR.
2002Began OEM distribution of an overseas nDVR product in Japan; supplied OEM to NTT Docomo Systems and others.
2003nDVR distribution gained traction.
2004Won the Nagoya SOLAS project — a Pure MPEG4 large-scale surveillance system that no other vendor could deliver at the time. Established a top-tier reputation for quality and reliability.
2005Established a direct contract with the original overseas OEM source (North America).
2007Incorporated as JAVATEL Inc. with 8 million JPY in capital.
2008Capital increased to 30 million JPY.
2010IODEP released. JAVATEL's in-house software brand, well received by customers.
2011Shipped a large-scale VMS to the Tokyo Skytree project. Capital increased to 40 million JPY.
2013Capital increased to 70 million JPY.
2014Launched Docokame at Security Show 2014, met with strong reception. Capital increased to 80 million JPY.
2015New release of Docokame with time-shifted live streaming. Released eiROKU, surveillance camera management software.
2016Strategic pivot: knowledge-intensive organization.
2017Major office consolidation and restructuring.
2018Achieved 11% operating margin. Strengthened Docokame WebRTC / HLS-on-demand and launched cloud services.
2019Launched eiROKU cloud service.
2023Relocated headquarters from Osaka to Nishinomiya, Hyogo.
2026Culmination of the IP strategy: patent filings for SlimeDSP / SlimeCodec / SlimeNENC / PSDP. Roll-out of legacy-modernization family (SlimeCOBOL / SlimeJCL / SlimeMUMPS / SlimePL/I / SlimeRPG / SlimeFORTRAN / SlimeNatural / SlimeASM), same-language parallelization (PSDP), and commutator-norm video coding (NormAV1 / NormH.264).

In an era saturated with IoT and AI talk, something important is being forgotten in Japan: management decisions cannot bypass on-the-ground visual context. The best-known North American retailers deploy thousands of cameras per single large store, and managers and the executive side enjoy 24-hour visual access to every facility resource without blind spots.

Our innovation is the redefinition of the business platform. We do not conflate expert systems with AI. AI is one tool among those needed for expert applications. Visual is mandatory in decision-making — and the marketing strategy we pursue is built rigorously around that theme.
